In the interim between the resignation of Abbas and Qurai''s swearing in as the head of a permanent government, Qurai' had presided over a nine-member “emergency cabinet” formed in the wake of Israel's 5 October air strike on Syria. Until his appointment as prime minister, Qurai' had been speaker of the Palestinian Council. His address, in which he presented his cabinet, was carried live over the Voice of Palestine and the Palestine Satellite Channel Television in Arabic and was translated by World News Connection on 14 November.
