Abstract

Third World suffering and deprivation pose an ethical dilemma for North Americans. Whereas increasing welfare payments will merely postpone disaster, idle observation violates our sense of moral obligation. Efforts should be directed toward designing social and institutional arrangements that promote environmentally sound behavior.
