The following account of a field research in an organization of public services, is focused on one of the main topics of the organizational analysis: the dichotomy between formal and informal communication. This dualism has been conceived as an aspect of the internal conflict, and inserted in the consequent cultural lag, between a technological level, well-developed and future-oriented, and an ideological one, traditional and unable to provide effective and coherent reference models. The great production of informal communication is shown to uncover the obsolescence of a communication policy based on a static and centralized conception of the organizational design, inadequate to deal with the dynamism of a techonological reality increasingly complex. The informal communication has been considered as the cause and the effect of the emergence of a new organizational culture.
