Abstract

Circular migration, especially between village and city, has significant social and economic implications for both migrants and their places of origin and destination. Many studies, especially those based in Java, found that the great majority of nonpermanent movers have no intention of shifting permanently to their urban destinations. The bulk of this mobility, however, goes unrecorded; the criteria used to define migrants in the 1971 census excluded most short-term and short-distance movers. No doubt economic benefits accrue to individual migrants, their families, and villages. Yet circular migration most likely preserves existing inequalities and may divert attention from larger investment of resources in urban areas and peasant agriculture. It behooves policy-makers to obtain sure estimates of nonpermanent mobility, for example, by incorporating appropriate questions in census or national sample surveys.
