Abstract

There are two levels of organization within the American electricity system: the States and the Union. During the last twenty years, this system has been the object of a reform process, aimed at improving its efficiency as well as increasing competition in the sector. California and New York are two relevant examples, which are examined in detail. A mention is also made to the environmental dimension.
