Abstract

The author argues that US policy toward Panama in the last century has been consistent and focused on maintaining US hegemony in Latin America, even if at times bureaucratic infighting and domestic politics appear to make US policy chaotic. During the Noriega crisis of the 1980s, often viewed as a case where Washington failed, US actions were logical and effective in promoting US interests. Although the US turned control of the Canal over to Panama on December 31,1999, and closed all US military bases on the isthmus, it did so both because of treaty obligations and because US hegemony was more secure than ever at the end of the twenty-first century. Although it paid a high price as a neo-colony of the United States for almost 100 years, Panama finally has control of its greatest assets—its geographical location and the Panama Canal.
