The article deals with the new approaches to social policy which focus on two fundamental questions: 1) Since policy and planning systems in the past were designed to respond to certain needs for social security, how has the concept of those needs in contemporary society and the society of tomorrow evolved? and 2) What social policy may be conceived to satisfy those needs? The article is based on papers presented at the Symposium organized by the International Institute for Labour Studies in Geneva, November 1969.
