Abstract

Poverty among lone parents and the ways French and American societies try to cope with it is examined from a cultural and historic perspective. The aim of the article is to move toward a framework for understanding both the complexity of public policies and the dynamics underlying policy change and continuity. Four historic frames in French social policy are critically examined by identifying the dilemmas that each approach presents in acutal grounded practice. Variations of these themes can be identified in the analysis of recent American experience, suggesting that there appears to be only a limited repertoire of available frames available for current public policy to draw upon.
