Abstract

The author describes the planning-process of the Nordrhein-Westfalen-Programm 1975, which is a 5-years-program for infrastructural policies, conducted by the regional government. In the analysis of this process the author's interest primarily is directed to issue-formulation, information problems, coordination between the various departments and participation of interest groups. The main theisis is, that the administration in this planning process represented the ‚vested interests', and that therefore the structure of traditional administration is an important factor in the embarrassing of politically intended innovations. With this background there the weak arguments of the proposals for the reform of public administration in the Federal Republic of Germany by Mayntz/Scharpf are critisied.
