Abstract

Dieser Artikel gibt einen Überblick der im internationalen Vergleich sehr beachtlichen deutschen Think-Tank-Landschaft und fragt nach den Möglichkeiten und Grenzen der deutschen Institute. Der erste Teil stellt verschiedene Typen deutscher Think-Tanks und ihre spezifischen organisatorischen Charakteristika dar, etwa hinsichtlich des Managements, der Finanzierung, des Personals und der Entscheidungsstrukturen; der zweite Teil liefert eine Beschreibung ihrer Aktivitäten und Strategien. Darauf aufbauend wird am Ende der Studie eingeschätzt, ob die Think-Tanks Ihr Potential im Rahmen des deutschen Institutionengefüges voll entfalten können. The main purpose of this article is to assess the potential of German think tanks by providing in-depth information on the German think tank scenery. In its first part the paper focuses on the different types of German think tanks and their organizational ingredients by looking at issues such as think tank management, funding, staffing and decision-making structures. The second part examines the activities and strategies of German think tanks. The paper concludes with considering the degree to which the German institutional and cultural environment enables them to perform and to fulfil their potential.
