Abstract

This paper reviews Ireland's official development assistance (ODA) programme in 2008. The paper opens with a short overview of developments relating to the global economy in 2008 and major international conferences and meetings that took place last year. It then presents an overview of official aid flows from DAC donors. Irish ODA reached record levels of €920.8 million, or 0.58% of gross national income (GNI), in 2008; but, given recent major cuts in public expenditure and ODA, the likelihood of meeting the UN target of 0.7% of GNI by 2012 looks increasingly unlikely. The paper provides data on total Irish ODA for selected years since 1974 and a detailed breakdown of bilateral and multilateral aid expenditures for 2007 and 2008. Sub-sections under bilateral aid focus in on Ireland's aid programme in Mozambique; cross-cutting issues in Irish aid, including gender equality and human rights; as well as the report of the Hunger Task Force and the new legislation on charities.
