Abstract

Among American Presidents, Andrew Johnson experienced one of the major tests of accountability. His political future as well as the fate of several Members of Congress hung in the balance as an understandably anxious citizenry watched the first presidential impeachment unfold. Among the various State congressional delegations that made up the Fortieth Congress, few were more diverse than the eight-man Iowa delegation. Their deeply felt concerns and personal anguish in determining the fate of the Nation's seventeenth President typify the total array of forces involved in that constitutional struggle.
