Abstract

Questo studio esamina il ruolo di addetti ai servizi, coordinatori e ricercatori dei programmi di pianificazione familiare nelle diverse componenti del servizio medico volontario per la contraccezione (VSC, Voluntary Surgical Contraception) allo scopo di individuare le cause di eventuali carenze nella qualità dei servizi. Sono stati dunque intervistati 95 addetti ai servizi, 33 coordinatori di programma e 190 ricercatori. I risultati mostrano che la qualità dei servizi forniti nelle cliniche sono ragionevolmente soddisfacenti, considerata l'insufficienza di addetti a servizi specifici, di letti e di gran parte della strumentazione e dell'equipaggiamento per le operazioni nelle cliniche. E' risultata inoltre una marcata incompetenza nell'assistenza durante e dopo l'operazione. Insufficienza in equipaggiamenti medico-chirurgici e farmaceutici è stata denunciata anche dalla maggioranza dei coordinatori. E' stato osservato che i ricercatori della pianificazione familiare seguivano i principi basilari per quanto riguarda le motivazioni degli utenti all'operazione ma il successivo servizio di assistenza e visite di controllo (follow-up) non era ad un livello soddisfacente. This study examines the role of service proveders, programme managers and family planning field workers in different components of the Voluntary Surgical Contraception (VSC) services and to identify the causes of depreciated quality of services if any. A total of 95 service providers, 33 programme managers and 190 field workers were interviewed for the purpose. The findings show that the quality of services provided in the clinics are reasonably satisfactory given the inadequacies of skilled service providers, beds, autoclaves, workable operation sets and operation related facilities in the clinics. Pronounced inadequacy in care during and after operation was also noted. Inadequacies in medicine, medical and surgical equipments were also reported by a vast majority of the programme managers. It was observed that the family planning field workers followed the basic principles in motivation of clients for operation but follow-up services provided were not at satisfactory level. Cette étude examine le role des préposés aux services, des coordinateurs et des chercheurs des programmes de planification familiale dans les différentes composantes du VSC "Volontary Surgical Contraception" (service médical volontaire pour la contraception) afin de repèrer les causes de carences éventuelles dans la qualité des services. Dans ce but 95 préposés aux services, 33 coordinateurs de programme et 190 chercheurs ont été interviewés. Les résultats démontrent que la qualité des services fournis dans les cliniques sont raisonablement satisfaisants, considérée l'insuffisance de personnel spécialisé, de lits et en grande partie des appareils et de l'équipement pour les opérations dans les cliniques. Entre autre cette étude à mis en évidence une forte incompétence au niveau de l'assistance pendant et après l'opération. Le manque d'équipement médico-chirurgique et pharmaceutique a été dénoncé aussi par l'ensemble des coordinateurs. On a observé que les chercheurs de la planification familiale suivent des principes de base en ce qui concerne les motivations des utilisateurs au moment de l'opération, mais le service d'assistance qui suit et les visites de controle (follow-up) ne sont pas satisfaisants.
