Abstract

The Office of Population Censuses and Surveys has adopted the Postcode Address File (PAF) as its main sampling frame for household surveys. The paper describes the postcode structure and the OPCS sampling system. PAF is evaluated as a sampling frame with reference to its coverage, ineligibility rates and existence of multi-households.
