Abstract

This paper discusses the seven-phase AT&T Training Development Standards (TDS) which serve as a model and guideline for the Bell System Center for Technical Education (BSCTE) course development. Some of the major topics covered include who does each of the steps, provisions made for noninstructional solutions, the role of evaluation, practical considerations of the model, and its unique features.
