Abstract

Productivity improvement in the delivery of human services is a major challenge facing program managers. The author defines productivity as it relates to the human services, outlines its determinants, and examines various measurements. Though conflicts arise when efforts are made to improve human service programs, there are approaches that can overcome them. These approaches are discussed. Several recommendations for dealing with the problems and issues in human service productivity are also discussed.
