Abstract

En 1994, Bolivia concluyó una serie de reformas al diseño constitucional orientadas a impulsar la representatividad del régimen. El éxito electoral de los actores antisistema en las últimas elecciones reveló la insuficiencia de las reformas. Esta falla se debe tanto a deficiencias técnicas del diseño adoptado como a la imposibilidad de cualquier diseño institucional para impedir un descontento dirigido hacia las políticas públicas. /// In 1994, Bolivia concluded a series of reforms of the constitution oriented towards promoting the representativeness of the regime. The electoral success of antiestablishment actors during the last elections revealed the shortcomings of these reforms. This flaw is due as much to the technical deficiencies of the design adopted as to the inability of any institutional design to prevent discontent regarding public policies.
