Abstract

Urban regeneration is attempting to involve community participation through the use of partnership structures. Proponents of the bottom-up approach argue benefits in terms of community ownership and empowerment. As public services in disadvantaged areas decline, it also provides an opportunity to balance physical development with the provision of facilities for community use. This issue is explored through an evaluation of the Community Regeneration Improvement Special Programme in Northern Ireland. The analysis indicates that although the programme is well-funded with significant changes to the urban fabric of town centres and some economic benefits, there is scope for a greater emphasis on meeting local welfare needs
