Abstract

After his introductory remarks, the author deals, in the first part of his paper, with the general problem of measuring balance-of-payments balances and discusses the relevant basic positions with the aid of a simple and a more complex model. He then supplements his analysis by concrete examples taken from the balances-of-payments of various countries (Great Britain, Germany, Italy and France), and by an exposition of the practical problems resulting from an application of the system of equations evolved. The second part of the paper is devoted to a discussion of the Bernstein—Lederer controversy and the balance-of-payments problems of the United States. In his concluding remarks the author points out the insufficiency of available statistical data, which makes it impossible to measure exactly any existing balance-of-payments disequilibria. As a result, it appears difficult at the moment to devise any policy likely to be successful in establishing a balance-of-payments equilibrium.
