Abstract

The Consultative Committee on Economic Management of the Hungarian government adopted a document¹ in February 1989 which regards opening to the world economy as an urgent and vitally important task of economic policy. It does not delimit the problem as a mere question of relations with capitalist economies. As its most important condition and organic part, it considers the restructuring of Hungary's CMEA relations and the reorientation of foreign economic relations of the country. As long as the transactions within the CMEA and the tasks, responsibilities and risks undertaken by the enterprises and the government remain blurred, no real hard market conditions for the companies can be created. In the following the author reveals some considerations which make it necessary to begin opening to the world economy as well as to carry out radical changes in the CMEA relationships.
