Abstract

We analyze the welfare implications of eviction control in the German housing market. A model is developed which shows why tenants do not voluntarily demand protection from eviction notwithstanding that moving costs are considerable. Eviction control, then, is likely to make tenants worse off whereas, at the same time, it appears that the actual number of evictions remains unchanged.
