Abstract

L'A. conduit un bref examen des problèmes qui se présentent aujourd'hui au moment du renouvellement de l'association entre la Communauté Economique Européenne et les Etats Africains et Malgache Associés. Le bilan de la période d'association qui va se conclure est nettement positif sur le plan financier, où les techniques d'intervention et les objectifs se sont élargis; mais il se présente moins positif sur le plan des échanges, qui montrent la tendance à s'accroître plus rapidement envers les pays non associés que envers les pays associés. Dans l'avenir l'on devra pousser en direction de l'industrialisation et de l'intégration régionale, et donner en même temps, sur le le plan commercial, une plus ample ouverture au régime préférentiel existant. L'Italie a tiré de grands avantages de l'association, qui acquiert une importance croissante dans sa politique de développement. Industrialisation et intégration favorisent les intérêts italiens, qui se concentrent surtout dans une politique d'élargissement de l'association à d'autres pays africains. The Author examines briefly the problems set by the impending renewal of the association between the Economic European Community and the Associated African and Malagasy States. The results of the first associational period now at its end are positive in the financial field, where the techniques of intervention and the aims have been widened; less positive in the field of the exchanges, showing the trend to augment more quickly with the non associated countries than with the associated ones. It will be necessary, in future, ta push towards the industrialization and the regional integration, while in the field of trade a more open foundation will have to be given to the existing regime: of preferences. Italy has drawn a great advantage from the association, whose importance in the Italian development polities is growing. It is Italy's interest: to increase industrialization and integration and, above all, to further a politics of extension of the present association to other African countries.
