Abstract

En este artículo se propone una escala para la evaluación de la democracia por parte de los expertos. Su punto de partida es la auditoría democrática que realiza el Human Rights Centre de la Universidad de Essex (UK), basada en cinco dimensiones o esferas: ciudadanía, leyes y derechos; representación política; gobernabilidad y rendición de cuentas; sociedad civil, y aspectos internacionales. Para su validación, la escala, compuesta por 57 enunciados, ha sido aplicada a una muestra voluntaria de más de un centenar de expertos en dos años consecutivos. A través de análisis factoriales exploratorios y confirmatorios se han descubierto otras dimensiones latentes en la evaluación del sistema español y se ha propuesto una versión reducida de 14 enunciados para su aplicación en cuestionarios dirigidos a la población general. Finalmente se evalúa la validez y la fiabilidad con resultados altamente positivos. This article introduces a scale for expert evaluation of the democratic quality of a political system. It is inspired by the democratic audit conducted by the Human Rights Centre at the University of Essex, and consists of 57 items classified into five blocks: citizenship, laws and rights, representative system, accountable government, civil society, and international dimensions of democracy. It has been validated twice through a voluntary sample of more than one hundred experts in Sociology, Political Science and Economics in two consecutive years. Other latent dimensions have been discovered by means of exploratory and confirmatory factorial analysis, and a reduced version of 14 items has been proposed in order to apply it to the general population. Finally, high coefficients of validity and reliability of the scales and subscales were obtained.
