Abstract

In foreign policy, a lasting legacy of the Haile Selassie government has been the propulsion of Ethiopia into the center stage of continental politics. This preeminence in pan-African politics was neither natural nor inevitable. In fact, Ethiopia s embrace of African identity appears as counterintuitive when set against certain views of history that were pervasive only a half century ago. Against this background, this essay explores Ethiopia's rise as a leading actor in African politics in the mid-twentieth century. It presents Ethiopia's pan-African thrust as a complex phenomenon, shaped by the convergence of historical, political, and personal factors.
