The Response of Winnipeg Retail Shops and Restaurants to a Bylaw Regulating Smoking in Public Places

Abstract

Before the enactment of a Winnipeg clean indoor air bylaw in September 1983, only a few shops were nonsmoking and only a handful of restaurants had a nonsmoking section. A 1986 survey of 490 shops and 161 restaurants found that 87% of respondents were aware of the ordinance. Two thirds of retail stores surveyed indicated that their sales areas fulfilled bylaw requirements by being smoke free, and over 90% of restaurants surveyed provided the required nonsmoking section; only 25% of shops and 39% of restaurants had the appropriate signs posted. Franchises were more compliant with bylaw requirements than independent businesses. While respondents reported some unfavourable customer reactions to the ordinance (primarily smokers complaining about the restrictions on smoking), business response was generally positive. Less than 2% of merchants felt the bylaw had an adverse effect on their businesses. Over 87% of respondents favoured regulating smoking in public places.
