Abstract

El artículo pretende mostrar que la renegociación de la deuda externa mexicana realizada durante el gobierno de Salinas fue ineficaz desde el punto de vista financiero. El artículo analiza los factores históricos y políticos que condujeron a México a adherirse rápidamente al Plan Brady, para posteriormente comparar la reducción prevista y divulgada en el acuerdo con las condiciones necesarias para que esa reducción efectivamente se realizara. Asimismo se hacen consideraciones acerca de los índices de deuda externa y de qué forma esos índices fueron distorsionados de cara a las peculiaridades de la economía mexicana. This article sets out to show that the renegotiation of Mexico's foreign debt, as carried out during the Salinas government, was inefficient from the financial point of view. The article analyses the historical and political factors that lead Mexico to adhere rapidly to the Brady Plan, in order then to compare the reduction foreseen and divulged in the agreement to the conditions necessary for that reduction to be effectively brought about. Similarly, the article also discusses considerations to do with foreign debt indices, and with the way in which those indices were distorted in the face of peculiarities within the Mexican economy.
