Abstract

A simulation-based analysis of the employment of blacks and Hispanics as public school teachers in Texas is presented. The purpose of the simulation is to model the impact of a recently instituted package of educational reforms that include a requirement that prospective teachers demonstrate their competence by passing a standardized examination. The simulation results suggest that a program intended to enhance the quality of the state's educational system may imperil the racial-ethnic diversity of those teaching in the public schools.
