Abstract

THE PROPOSAL TO THE GOVERNMENT — today the basic instrument for acquiring a contract — came into existence when weapon systems became too complex and costly for the individual contractor to develop with his own money. Proposals can be classified in several ways: as government and commercial; as solicited and unsolicited; as systems, hardware, research and development, service, and follow-on. They usually have three basic parts: the technical, the business management, and the cost books. Each part is generally evaluated separately.
