Abstract

This paper presents a case study of a bill to provide public financing of congressional campaigns. Such legislation has been considered in every congress since 1974 and is likely to remain on the agenda for the foreseeable future. This paper examines, in particular, H.R. 1 from the 96th Congress. That legislation was defeated, in part, because its proponents were out-organized. But, the case study suggests that there are fundamental difficulties with any attempt to make basic changes in campaign law.
