Abstract

To permit the government's new policy on joint ventures in fisheries to proceed tantamounts to allowing a handful of bureaucrats and politicians to usurp the custodianship role of the state and trade the inter-generational heritage of our marine resources to parties who are openly interested only in short-run profits.
