Domestic technology transfer has become a highly discussed issue lately, for it is one of the central elements in the debate on U. S. competitiveness. Policy initiatives, especially those of the last decade, have sought to promote cooperation between research done in university and governmental laboratories and its utilization by industry. This article reviews recent developments in public policy for domestic technology transfer and presents results of data developed from Phase II of the National Comparative R&D Laboratory Project (NCRDP), the second stage of an ongoing project aimed at determining the performance and sources of influence in the United States's R&D laboratory system. Findings from the data are discussed within the framework of recent policy initiatives.
